Main Goals
of the
General
Program
Education in Gender, Citizenship and Leadership
-
To continue, in a
qualified and updated manner, the internal and external qualification
processes developed by RME, with a multiplying perspective, enabling the
technical and political improvement, as well as the enlargement of the
number of
social
actors and actresses committed to the search for the transforming
citizenship: with ethics, equal distribution of income, gender /
race-ethnicity / generation /
sexual
orientation equity.

To advance in the
relationship between
civil
society and the State (Popular
Government), keeping its autonomy clear, seeking to pressure and propose
public policies founded on the structural battle against poverty,
discrimination and violence.

Contribute to the
battle against poverty, discrimination and
social
exclusion, through the qualification and supporting of the transforming
leaderships in projects for the generation of jobs/income and for another
type of development, in the perspective of solidarity
social
economy and of fair trade.

To strengthen the positive side of the ICT´s (new
information and communication technologies), developing procedures,
instruments, techniques and communicational channels, that make it
possible to correspond to the formation of communicative political
individuals,
to the greater institutional visibility of RME, to the assertion of the
debate on
transforming citizenship in the public
arena
and to the challenges of working in a network, in the overcoming of the
inequalities, shortening the geographic distances and strengthening the
cultural diversity of the different groups, considering the
irreversibility of the ‘Information Society’.

To consolidate the institutional development of the RME
group (loom and weave), incorporating, to the managerial
and social-political dimension, strategies that provide visibility to the
social
role carried out by the RME, the origin of its mission, with the goal to
mobilize followers, collaborators and investors, national and
international, that will
lead
to self sustainability
-
To make the strategic participation in national and
international spaces, networks and forums stronger in order to achieve the
strengthening of the Feminist Movement’s political proposal, and the
empowerment of different segments from organized
civil
society, in the search for ‘another world’, built according to
local,
regional
and
global
dynamics-and
vice-versa.

To increase RME´s main public by gradually incorporating
young and/or teenage, according to
local
and
regional
social
demands, in a stage of new challenges for the Feminist Movement.
-
To work inside an institutional development plan, that
leads
to the creation of a consolidated system of planning, monitoring and
evaluation of the undertaken actions, with clearness on the impact of the
achieved results, without losing track of the limitations imposed by
global
economic policies.

1)
QUALIFICATION PROGRAM
Synthesis
The
Qualification Program is directly related to the accomplishment of
educational processes, in theory and in practice, together with
multiplying leaderships- effective and potential, in urban and
rural
areas -, consolidating and improving continuously the methodology of
feminist
popular
education, whose implantation in Latin-America had the incisive
participation of
Rede
Mulher.
It is directed towards transforming citizenship in its
plenitude,
therefore considering ethics values, equal distribution of income and
equity of gender/race-ethnicity/generational/
sexual
orientation.
The main themes embrace topics from the qualification of
leader-person and human rights/diversity, to the generation of income /
sustainable development and service networks in preventing and battling
against violence.
It happens in a dialogic form of educating that considers
the
local
point of view in order to insert it in the
global
context. It seeks the liberation of the human being while taking action
against the effects of an oppressive psychology, through a process of
critical understanding which
leads
to the humanization and to autonomy, for the constitution of
active-political agents – therefore, capable of organizing themselves and
transforming history, which is permanently being built
Goals

Rede
Mulher
de
Educação,
through the enlargement of feminine leadership
training
processes- effective and potential – for a more even distribution of
wealth and power.

To focus on
feminine citizenship, taking into consideration gender, race/ethnicity,
class, age and
sexual
orientation.
-
To train
potential and effective leaderships, in the
rural
and urban areas, seeking empowerment and the multiplying effect
(occupation of the spheres of power, in order to move forward in the
conquests).
-
To promote the
local
as well as long-distance continuous qualification process of RME’s
groups with which it prioritizes its actions.
-
To strengthen
women’s enterprising capacity to create productional activities,
transforming abilities and talents into income, strengthening their
self-esteem; identifying values, characteristics, abilities and
qualities for the practical of an assertive and transforming
leadership.

To deepen the
relationship between gender, citizenship and institutional development
of RME’s many projects and in the services performed by RME and other
governmental, non-governmental and private institutions.

To develop
educational
material
that enlarges the multiplication capacity and diffusion capacity of the
institution’s educational work inside of women’s associations, other
organizations from the Brazilian
social
movement, private and public companies

To carryout a
primary test of the long-distance education based on
materials
elaborated by RME, as a reinforcement instrument for the continuation of
the
local
training,
considering the methodology developed and systematized by RME.

To construct a
virtual
space for access and exchange of experiences.
-
To improve the
impact and the multiplication capacity of RME’s educational work,
beginning with the systematization of the methodology of feminist
popular
education developed by the institution during its more than two decades
of existence.

To make possible
the conditions for the development of the continued qualification
process of RME’s educators, regarding the institution’s thematic axles,
involving
local
and long-distance actions (see also the Educommunication and
Institutional Empowerment Programs)

2)
EDUCOMMUNICATION
PROGRAM
Synthesis
The
term Educommunication expresses the tight inter-relation between the
education and communication areas, and is based in the premise that they
are
inseparable. Therefore, all educational activities involving gender
and citizenship, like the ones for strengthening the work in networks and
institutional empowerment, contemplate the communicational dimension, in a
permanent search for its first-meaning: to make a Common Action.
This trajectory
contemplates the internal and external dimensions expected in the
communicative action, in other words managing the “common behaviour to which
people commit to clear and shared goals” - for an effective process of
transforming intervention. This is the basic foundation for any citizenship
education project to be established in the public sphere.
Goals

To implement
methodologies and tools directed to the inter-relation between education
and communication, seen as a policy that permeates and strengthens people
and their practical actions, internally and externally.

To foment
communicative acting for the invigoration of the bond between
local,
regional
and international networks, in the
micro and
macro
environment – (inside of
Rede
Mulher
– educative partners and focal groups, which multiplication actions and
their outcome
are
prioritized -, national/international networks – and vice-verse, for an
effective interference in politics.

To maintain a
policy of production, dissemination and divulgation of
materials,
to increase the visibility and the external recognition of the
Rede
Mulher
´mark`– which has been consolidated by the large experience in educative
actions in gender and citizenship, as well as for its
real
public function in the progress of a fair and equal society. It seeks to
reach a diversified public and to conquer new partnerships companies with
social
responsibility and State-,
fundamental
for the path to self-sustainability.

To follow and use
the benefits of ICT´s – new information and communication technologies -,
as a privileged field for the advance of citizenship. For this, 3
complementary stages
are
considered: 1) Instrumental (domain of the operational techniques ;
comprehension and recognition of formatting techniques; perception of the
economical and political logics that influences the production,
circulation and consumption mechanisms. 2) Critical View (recognition of
the synergy among different types of speech) – words, sounds, images,
animation etc. -, with one system contaminating the other and making a new
product, which is the new order of the speech of the media, in which the
meaning of the message is captured fully and no longer in a sequential
order; the active perception of messages, considering the
receptor
as the re-maker of messages, meaning under the influence of
social
and cultural forces. 3) Intervention Mechanisms (creation of effective
interference mechanisms - in the vehicles of
mass
media and in the pertinent instances – and making good use of the media’s
potential, in order to maximize the visibility and the advance of
educative work for a more fair, ethic and equal world).

INSTITUTIONAL EMPOWERMENT
PROGRAM
Synthesis
The theme related to institutional development, that includes
sustainability, was one of the
central
points of reflection, during the recent process of external evaluation,
involving a male and female consultant, and a group of RME’s educative
partner. It also was the main theme for the National
Meeting
of Evaluation/Planning, occasion in which were consolidated the guidelines
for the Three Year Plan (2004-2006).
The program has as its main focus the structuring of an area for the
mobilization of resources in all of its
amplitude,
seen as a one of the many actions necessary to institutional development:
conditions and capacity to mobilize/generate and manage direct and indirect
financial resources. It is important to also point out that the
consolidation of the Institutional Empowerment Program is directly related
to the continuity of RME’s other two strategies of action performance-
Formation Program and Educommunication Program, in a dynamic in which the
inverted point of view is also true: the formation and educommunication
activities
are
only possible if there is a good institutional basis – and vice-verse.
Goals
-
To promote the improvement of the institutional development
of the RME group (Loom/Weave), integrating the managerial,
social
and political dimensions, in an institutional empowerment perspective,
creating conditions for a leap in the quality of the institution and in
the partner´s
performance,
as well as a more effective fulfillment of its mission, by the means of:

Structuring the development area, that includes the
Mobilization of RME’s- NGO – regarding larger projects, seeking
investment to enable other actions, diversifying the sources for
recruiting partners, increasing the importance of national partners,
getting structured to capture
local
resources (not only financial resources, but also, services, qualified
human resources, technologies, infrastructure, equipments).

Training
of RME’s educative partners, aiming to achieve the construction of a
system to
monitor
and evaluate projects, oriented by results and impact indicators.
-
Training
of the focal groups and organization partnerships in fields related to
institutional administration, strategic planning, including the
monitorial and evaluation systems and the elaboration of indicators,
generation and mobilization of
local
resources, in focal groups and in other important organizations that
are
connected to them, in a medium term-period (decentralization and
multiplication), maintaining the balance between the Loom and the Weave,
which gives an innovative character to this proposal.

Enrichment of the generation of resources, increasing and
structuring in a more professional manner the advisories, obtaining
contracts for the development of programs that have
social
responsibility with public and private companies (which already occurs
in our country).
-
To deepen the relationship between gender and institutional
development in RME’s many projects and in the services provided by RME to
other governmental and non-governmental institutions.
-
To enable the continuation of the process of organizing a
technical memory as a basis for the systemization, planning, monitoring
and evaluation processes.
-
To make possible the conditions for the active
participation of RME in networks, forums and national and international
strategies, with differentiated degrees of involvement, in terms of
representation as well as of group activities.
